CARPHA signs MOU with International Development Law Organisation

At a breakfast event at the recent UN NCD Review, July 10-11, 2014, CARPHA (the Caribbean Public Health Agency) signed a MOU (Memorandum of Understanding) with the International Development Law Organisation (IDLO) aimed at strengthening the legal capacity to respond to NCDs in the Caribbean region.

During the meeting, cosponsored by CARPHA, CARICOM and IDLO, Executive Director of CARPHA Dr. James Hospedales, highlighted that Governments of English-speaking Caribbean countries and territories need to enact comprehensive legislation relating to the prevention and treatment of NCDs however technical capacity to undertake the necessary legal and regulatory reforms, and defend and implement them is lacking.

At the meeting, His Excellency Eden Charles, Ambassador and Deputy Permanent Representative of TT to the UN remarked on ‘an implementation deficit with respect to the POS Declaration’ and noted, ‘that legislation was needed to give expression to the political will’. PAHO represented by Chief Legal counsel, Dr. Heidi Jimenez, will also be supporting the initiative. Civil society will have a critical advocacy role to play in supporting this work.
